How long does council approval take?
Victoria uses Building Permits—different from NSW's CDC system. You'll need a Building Permit from a private registered building surveyor for any pool over 300mm depth. Note: City of Greater Dandenong currently isn't processing building permits directly—you'll need to use a private surveyor. Most standard residential pools don't need a Planning Permit unless your property has specific zoning restrictions.
When's the best time to install?
Late February to May is optimal—ground is dry from summer, temperatures are moderate, and fewer rain days than winter. September to November also works if you want to swim that same summer, though rainfall is higher. Avoid June to August when winter brings more rain days and waterlogged soil.
Can I legally install it myself?
